"Robotic Aircraft for Public Safety (RAPS)"

Ah, "Public Safety"! Can't you just see it now? Robot helicopters intelligently lifting flood victims from rooftops, rescuing kittens from treetops, spraying killer bee swarms with sleep inducing chemicals. They'll come to the aid of lost hikers, climbers and avalanche victims. They will patrol for lost boaters and surveil and protect tagged endangered species from predators- human or other. Their eye in the sky will alert emergency services of serious auto accidents, fires, or weather conditions. They will survey bridge structures and other critical infrastructure for damage, weakness and risk of failure. Their sensors will give us early warning of radiation leaks, chemical spills, dangerous pollutants, and excess allergens.

They will be our Public Safety angel!
I'm sure this is what our beneficent government has in mind, right?

Louisiana State evacuates following bomb threat

BATON ROUGE, La. (AP) ? Thousands of students, professors and workers were evacuated from Louisiana State University's main campus Monday following a bomb threat, school officials said.

Chancellor William Jenkins called for the evacuation because of a threat phoned into 911 about 10:32 a.m., university spokeswoman Kristine Calongne said. The caller didn't direct the threat to any specific area of the campus.

The university put out a statement on its website announcing the evacuation an hour later, then distributed the information through text messages, emails and social media.

"A bomb threat has been reported on the LSU campus," the statement said. "Please evacuate as calmly and quickly as possible."

There are 30,000 students, professors and university employees located on the Baton Rouge campus, but it was not clear how many were there at the time of the threat.

"Monday ... is a very big class day, so I think the majority of that group was probably on campus at the time," Calongne said.

By mid-afternoon, the LSU campus was largely deserted and roads were closed, though some people and cars were still moving around. Police officers with dogs combed through buildings, including the computer services center.

State police bomb technicians were on the scene, said Louisiana State Police Capt. Doug Cain. He said authorities were talking to their counterparts in Texas, North Dakota and Ohio to see if there were any similarities to threats universities in those states received Friday.

University officials in those states also evacuated their campuses, but police found no explosives.

"It's kind of been an epidemic. This has been the fourth in a week. But it's better to be safe than sorry," said communications disorders graduate student Joseph Vera.

Vera and a fellow graduate student were working in a language clinic with seven children near the edge of campus when they received the text message about the bomb threat. The pair walked the children across the street to an off-campus restaurant and they called the children's parents.

The university sent a follow-up message to students at 1:36 p.m. telling them not to return.

Catherine Lacoste, an 18-year-old freshman and architecture major, said she received notification by text message while working in a studio on a project. She double-checked the information and then evacuated.

"I'm going to go home, take a nap and hopefully campus will be open again when I wake up," Lacoste said.

Kayla Johnson, 18, an English major, heard about the evacuation from a student who received the text message.

"I was in the middle of class and one of the guys in the back of the room raised his hand and said, 'The reason it's so loud outside is because there's been a bomb threat and we have to leave,'" Johnson said.

Students largely seemed to take the evacuation in stride.

"Nobody seems too worried about it," said Shelby Miller, 18, a biology major who was doing homework and eating Chinese food at the student union when she got word of the evacuation.

Miller headed to a nearby coffee shop right off campus to finish her homework.

Calongne said she doesn't know of any other time the entire flagship university campus was evacuated.

"I've been at LSU since 1990 ? if you count my student years ? and I don't ever recall us having an evacuation of the whole campus," she said.

Philippine Athletics at the Olympic Games: 1924 ? 2012 ? Hurdler49 ...

Athletics competition is simple. The athletes who run the fastest, throw the farthest, and leap the highest (and longest) win. The victors are determined by the stopwatch and the measuring tape; their triumphant efforts immortalized in the annals of history.

Back in my college athletics days, I found inspiration in the feats of past Olympic champions. In the subsequent years, I consumed as much Olympic- and athletics-related material as possible. I?ve written quite a lot of articles about those champions from foreign lands, but when it came to my countrymen, I knew next to nothing.

One can argue that most of the past Filipino Olympic performances in athletics are forgettable. Track & field only takes centerstage every four years, so who remembers those who came in, say, 49th place?

Hence, I?ve compiled a list of all Filipino track & field Olympians since the 1924 Amsterdam Olympics, the first time our country took part in the quadrennial event. To be an Olympian is an achievement in itself. And I?m quite certain that statistical results and overall rankings are inadequate measures of one?s struggle just to be able to compete at the world?s highest stage.

I hope that this list would inspire other Filipinos to read up on our past sporting champions, to look beyond the numbers. Each and every name in this list has a unique story. This is my small contribution in honoring their efforts for Flag and Country.

NASA has delayed the space shuttle Endeavour?s departure for Los Angeles by 24 hours because of a threat of stormy weather along its flight path, officials announced Sunday.

Endeavour, which is scheduled to arrive in Los Angeles on Thursday, will now take off around sunrise Tuesday. It will still arrive in L.A. on schedule ? its pit stop in Houston will be shortened to a day. Once it arrives, it will be driven through the streets of Los Angeles to its final destination, the California Science Center.

As it flies, the specially outfitted Boeing 747 aircraft carrying Endeavour will still pull some crowd-pleasing low flyovers along the Space Coast, including the Kennedy Space Center and the Patrick Air Force Base.

Though Endeavour has made 25 missions into space, it?s still the baby of the shuttle family. It was built to replace Challenger, which was destroyed when it exploded after launch in 1986.

[For the record, 6:25 p.m. Sept. 16: An earlier version of this post incorrectly said Endeavour was built to replace the shuttle Columbia.]

Miami orangutan named Peanut undergoes chemotherapy for cancer in treatment similar to humans

MIAMI - Peanut is an 8-year-old orangutan and a star attraction at Miami's Jungle Island. These days she's also got a team of cancer doctors huddling around her, watching as the chemo drip flows into her veins.

Peanut, who was diagnosed with non-Hogkin lymphoma, is not the first great ape to be treated for cancer like a human. An orangutan with advanced stage cancer at the National Zoo in Washington had surgery to remove a cancerous intestinal tumour in 2000. In 2009, two female gorillas at the North Carolina Zoo underwent radiation therapy. All three cases involved much older apes, in their 30s or 40s, and all had to be euthanized.

But while other animals are treated with chemotherapy, it's not common among orangutans.

Dr. Ryan DeVoe, senior veterinarian at the North Carolina Zoo where the two female gorillas lived, said he has found no record of other great apes being treated with chemo. But he also noted that many cases involving great apes with cancer are not reported or documented.

DeVoe said another unique aspect of Peanut's case is that, unlike the older apes, she has age on her side for either being cured or at least experiencing remission and living normally and comfortably for a long period of time.

The orangutan has been undergoing chemotherapy to treat the aggressive lymphoma since August.

Peanut's diagnosis came by chance when her veterinary team found she had an intestinal obstruction and further testing revealed the cancer. The private zoo had no board certified veterinary oncologist on staff and turned to the Sylvester Comprehensive Cancer Center at the University of Miami Miller School of Medicine. A team there, along with UM's Division of Comparative Pathology, which specializes in wildlife, confirmed the diagnosis and is now providing guidance for Peanut's treatment.

"I've never had the same combination of fear and enthusiasm in one patient before," said Dr. Joseph Rosenblatt, one of the doctors treating Peanut. "We don't know what to expect and yet we're intensely curious and potentially hopeful that we can help the animal."

Working on an orangutan is a first for Rosenblatt, who has never worked on an animal larger than a mouse.

"When the animal looks at you in the eye, it's both a sympathetic as well as a look that radiates intelligence," he said.

Peanut has a fraternal twin named Pumpkin, a rarity in the animal kingdom. They are the youngest of six orangutans at Jungle Island and a hit with park visitors. Both are highly intelligent and have been taught to use sign language and an iPad to communicate with their trainers, but they have distinct personalities. Peanut is welcoming and demanding, offering her doctor a twig in return for his water bottle. Pumpkin is quiet and her hair hangs low over her forehead. Pumpkin has not been diagnosed with the disease.

Rosenblatt said doctors chose a plan for treatment that has been most effective in humans, adding that they are treating Peanut's lymphoma with slightly reduced doses in an effort not to overshoot. The process that might take 4 to 5 hours in a human takes about 3 hours in Peanut, who will get six doses ? 21 days apart ? unless her body can't handle it.

Peanut's doctors caution against raising expectations about her future and how effective the treatments will be.

"They work very well in human beings, but we don't know if they will work as well in this setting," Rosenblatt said.

Unlike humans, Peanut must be sedated for her treatments at an animal clinic in Miami. And although doctors know anesthesia causes nausea in animals, it is not clear if that or the chemo caused Peanut to vomit after her first treatment. She stays indoors out of sight of park visitors soon after the treatments and comes outside into an enclosure only when she feels up to it.

Her caretakers say explaining cancer to a human is difficult, but explaining it to a highly intelligent animal such as Peanut who communicates with her trainers and park visitors is nearly impossible.

"That is one part of cancer we do not have to deal with," said veterinarian Jason Chatfield, Jungle Island's general curator. "We made it a point not to even talk about the cancer in front of her because she may not comprehend cancer, disease, lymphoma and all these fancy words. She absolutely knows something is wrong, something is different with her." He said the team wants to keep a positive attitude around her.

Born in captivity, Peanut and Pumpkin came to the zoo when they were 6 months old.

"I have been with her since she was born," said Linda Jacobs, Peanut's trainer, holding back tears. "So I really am very sensitive to her needs and her moods."

Jacobs said Peanut is fatigued but hasn't lost much of her reddish-orange hair "and she still has that twinkle in her eye."

Despite possible complications and an uncertain outcome, Rosenblatt said Peanut is still a model patient "and God willing, she will be a cancer survivor."

Die-hard hockey fans might need to invest in some classic NHL games on DVD.

It might be the only taste of hockey for months.

There's no telling when the NHL lockout will end, especially when neither the league nor the NHLPA has committed to face-to-face negotiations to end the labor unrest. There were no formal talks Sunday on the first day of the lockout, the league's fourth shutdown since 1992, including a year-long dispute that forced the cancellation of the entire 2004-05 season when the league successfully held out for a salary cap.

And there are no formal talks planned.

The league issued a statement to fans on its website that it was "committed to negotiating around the clock to reach a new CBA that is fair to the players and to the 30 NHL teams."

The clock is ticking and there's no new collective bargaining agreement in sight. The league could start to announce this week the cancellation of preseason games and there's little chance training camps will open on time. The regular season is scheduled to begin Oct. 11, but that obviously is in peril.

Day 1 of the lockout could serve as a preview for the next several cold months: Empty rinks, empty talk.

"This is a time of year for all attention to be focused on the ice, not on a meeting room," the league said. "The league, the clubs and the players all have a stake in resolving our bargaining issues appropriately and getting the puck dropped as soon as possible. We owe it to each other, to the game and, most of all, to the fans."

Pittsburgh's Sidney Crosby, Chicago's Jonathan Toews and Colorado's Gabriel Landeskog were among the players participating in an NHLPA video to fans that was posted on YouTube. With black-and-white photos of each player as a backdrop, they talked about how much the game meant to them, and thanked fans for their support.

"We understand the people that suffer the most are the fans," Crosby said.

Some players won't wait for labor talks to pick up ? they've already packed up.

As of Sunday morning, all NHL players were free to speak to other leagues. Many will land in Russia's KHL, and two big names already signed. Pittsburgh center Evgeni Malkin and Ottawa defenseman Sergei Gonchar agreed to deals with Metallurg. More will surely follow.

Malkin, a 26-year-old center with the Penguins, is the NHL's reigning MVP. The 38-year-old Gonchar is a defenseman who helped lead the Senators to the playoffs last season.

Although the club provided no further details of their contracts, it said that they would comply with KHL regulations on signing NHL players during the lockout. Under these rules, KHL teams can sign a maximum of three NHL players above their limit of 25.

The KHL also sets the ceiling for the salaries of NHL players at a maximum of 65 percent of what they earn under their NHL deals. Malkin has two years and $16.5 million remaining on his deal with Pittsburgh. Gonchar has one year and $5.5 million left with Ottawa.

Philadelphia Flyers defenseman Kimmo Timonen and forward Scott Hartnell are part owners of a team in the Finnish league. Timonen, a father of three children, said it would be hard to immediately consider playing overseas unless the entire season was wiped out. But Timonen returned to his native Finland to play in 2004, and clearly understands why some young players are interested in finding a roster spot in Europe.

"A lot of young guys are asking if there's a spot to play," he said. "I'm sure our team can take a few of the guys, but not many."

Many of the players, 25 years and younger, could end up in the AHL, the NHL's primary minor league. No matter where they play, the players are prepared for a lengthy wait to return to the NHL.

The core issue is money ? how to split a $3.3 billion pot of revenue. The owners want to decrease the percentage of hockey-related revenue that goes to players, while the union wants a guarantee that players annually get at least the $1.8 billion in salaries paid out last season.

While the NHL lockout might not destroy the whole season ? like in 2004-05 ? a sizable chunk of games could be lost without any productive talks on tap.

"I'm sure we will remain in contact," NHL Deputy Commissioner Bill Daly said. "But there are no negotiations planned or scheduled at this point."

Teams are prepared for the likelihood the season will not start on time. And so they are making economic plans on several fronts. At the end of each month, for instance, the Buffalo Sabres will refund any games that are canceled by the NHL.

The Minnesota Wild, meanwhile, fresh off a free-agent spending spree that landed them forward Zach Parise and defenseman Ryan Sutter, will send out ticket policies on Monday.

"We support the league's position and trust our NHL negotiating team is looking out for the long-term interests of the game," the Wild said in a statement. "Even as NHL games may be missed, the Wild will continue to support the great sport of hockey at all levels through our grass roots partnerships with amateur hockey associations."

Minnesota defenseman Steven Kampfer was fired up to report for training part in part to see what it would look like to have those prized free agents ? Parise and Suter ? in uniform to ignite a franchise that missed the playoffs last season.

"It was going to be really exciting to see our lineup with those two acquisitions," Kampfer said. "I guess we'll just have to wait a little longer."

Parise and Suter signed on the same day in July as the Wild made a statement to the rest of the league that they wanted to be true players in the Western Conference. But that will have to wait.

"It's a frustration situation to go through because you never want a work stoppage," Kampfer said. "But we're trying to fight for what's fair for both the owners and players. Everybody wants more money. The owners want to keep more of their profits and the players want their fair share of the profits. As players, we have full confidence that (NHLPA executive director) Donald Fehr will do his job to get us the best deal that he can."

For now, most teams seem to be stable financially. The cancellation of games may change that, but for the time being, the panic button has not been pushed. Penguins spokesman Tom McMillan, for example, said the team has no plans on layoffs "at this time."

In jeopardy are some key dates on the calendar: the New Year's Day outdoor Winter Classic at 115,000-seat Michigan Stadium between the host Detroit Red Wings and the Toronto Maple Leafs; and the Jan. 27 All-Star game hosted by the Columbus Blue Jackets, one of the league's struggling small-market teams.

The Blue Jackets put out a statement Sunday supporting the league, but did not mention the All-Star game.

"The league, the clubs and the players all have a stake in resolving our bargaining issues appropriately and getting the puck dropped as soon as possible," the team said. "We owe it to each other, to the game, and most of all, to the fans."

NHL players struck in April 1992, causing 30 games to be postponed. This marks the third lockout under Commissioner Gary Bettman. The 1994-95 lockout ended after 103 days and the cancellation of 468 games.

"Like any partnership, you want both sides to benefit," Crosby said in the video. "I think that's the case here. As players we want to play.

"But we also know what's right, what's fair."

3 ways to keep control of what your kids are doing online

Is it impossible to keep tech-savvy teens safe online? A glance at several news headlines lately sure makes it look that way. One in particular caught my eye, a?report that says kids are lying about what they're doing online in record numbers. It's enough to make even the most passive parent sweat.

But what's missing from all this news is what we as modern parents can and?should do about it. Truth is, we're not as helpless ? or hopeless ? as you might think.

Teens deceiving parents
A recent survey released by internet software company McAfee showed that 70% of teens hide online behavior from parents. What they're hiding is mostly typical teen-age stuff like taking a peek at violence or porn. But some teens also reported lying, cheating, stealing, hacking, sharing sexy photos, and even cyberbullying. Yikes. This is scary online behavior for young ones that could follow them the rest of their lives, even preventing them from getting into college or landing a job.

Here's the cold, hard truth, Mom and Dad: If this is true, then we're failing at raising our kids in this digital age.

The good news is that it's not all bad news. If you set up a safety gate or put plugs on outlets for your children when they were toddlers, then you can set up tech safeguards as well. You can, you really can ? and you should.

1. Set up parental controls on your devices.
Take a few minutes to set up parental controls on computers, smartphones, tablets, and gaming systems?? everywhere your kids have online access. Really, this is as easy as following a recipe on the back of a cake box.

Android, iPhone, Windows, Mac, and smart-everythings today have settings or apps that with just three to five steps let you "set and forget" a list of filters. You can password-protect your settings, too, so that your kids can't (easily) outsmart you and undo them. Here's a quick and dirty guide to setting up filters fast on mobile devices.

  • iPhone and iPad Settings > General > Restrictions > Switch "On/Off" down the list for content, games, web browsing, and everything else you want to restrict.
  • Android Google Play Store > Menu > Settings > User Controls > Content Filtering. Tick any of the boxes next to the ratings listed above that you think are appropriate.
  • Windows Start (or Windows) button > Control Panel?> User Accounts > Family Safety > Parental Controls. You can create new accounts for each teen, set time limits, and control games and content.
  • Mac Apple button > System Preferences > Parental Controls. You can create accounts for each teen, set time limits, and control games and content.

When it comes to surfing the web,?browsers like Chrome and Internet Explorer have an internet options folder where you can easily set up security safeguards and content filters for language, nudity, sex, and violence. Again, this takes about five minutes to do.

  • Chrome Google Preferences Page > SafeSearch Filtering > Save Preferences
  • Internet Explorer Tools > Menu Bar > Content Advisor > Enable. Select the web content categories you're looking to restrict (sex, drugs, nudity, or foul language).

2. Install surveillance software.
The next level of protection is surveillance?? with the understanding that you're using these tools to protect, inform, and empower your kids, not to spy on them. After all, teens need to learn about the trust, respect, and privacy that comes with growing up. This isn't about setting up traps or trying to catch them doing something bad. It's a way to make sure they're safe.

One of the best free filters I've used is?K9 Web Protection. It blocks sites in more than 70 categories, including pornography, gambling, drugs, violence/hate/racism, malware/spyware, and phishing. Among paid services, I recommend Net Nanny, Safe Eyes, and SafetyWeb. With these sorts of services, you can monitor their activity, get alerts, and set up time controls, among may other features. Most of these services let you keep tabs on your child's cell phone calls and text messages as well.

3. Be in control.

The most important way to protect your kids in this digital age is to step up and parent. You've likely heard this before ? but have a heart-to-heart now and often about the rules of cyber-conduct. Keep your tone positive, and let them know this is about keeping them safe, which is your job as a parent.

Print out, sign, and post a family internet contract so that rules, expectations, and consequences are clear. If you haven't already, move computers, phones, handheld gaming devices, and all other internet-connected gadgets out of their bedrooms and into a common area of your house.

If your child turns the monitor off or changes the screen when you come into the room, that's a red flag that it's time for another heart-to-heart.

Teen tamper-proof
Used correctly, these tools are teen tamper-proof, and your kids can't turn them off without your knowing about it. Sadly, they are not teen tantrum-free. You'll likely get grief from time to time that you're ruining their lives.

But stay strong, modern moms and dads. It's our job to protect our kids online and off, and it's our responsibility to ultimately teach them how to protect themselves.
